Maggie, whether or not a VW type2 camper counts as a RV/camper or not used to vary mostly on a state to state basis. It was typically the other way people (the kind who tend to drive beat up old Bus style campmobiles and I include myself in this generalization) wanted it to go, cause you could insure your "RV" for a whole lot less and still drive it. You could also legally in some states consume alcoholic beverages in the back while the vehicle was in motion until at least the late 80's but that probably doesn't fly any more. I'd guess how each insurance company treats a VW camper varies by company.
