You should always prime before painting. It creates an ideal surface to ensure paint adhesion. Otherwise, the paint will soon chip and peel off, and it'll look pretty bad... like mine do right now since the PO did just that at some stage.

If you're using rattle ball paints, be sure to read the recommended usage to make sure that it'll work with fiberglass.
