There is "virtual desktop" software - some of it freeware - that allows you to "pan and scan" to see the whole image when viewing graphics that are supposed to be run at higher resolution. A bit inconvenient but workable. I had the same problem with a different piece of sottware some years ago and found a couple of free programs that did this. The first one crashed frequently; the second one didn't. (Sorry, been too long, no idea what the names were.
