This happened to me a while ago in my 1980 air cooled westy and the culprit was the clutch slave cylinder. I do not know if the fluid was low as I was even more mechanically inept at the time than I am now.

Since I was brining the van to a mecghanic to replace the slave anyway I also replaced the master ans well as the brake master at the same time (my reasonsning was that they are all connected, with somewhat similar lifespans, and I only wanted to pay someone to bleed the system once). i bought the parts at busdepot and brought them to the mechanic myself.
