I didn't check voltage on the pump motor because I could hear it humming even when nothing was squirting.

I made a little tiny funnel by cutting and bending a piece of a plastic Taco Bell cup and taping it to the end of the washer tube with duct tape. It was not pretty nor efficient, and I spilled washer fluid everywhere. But apparently enough fluid actually got down the tube to prime it.

Not pretty at all, but effective enough! (seems to be the underlying theme with all of my Vanagon experiences...)
