I have an 81 Westy.

I thought the ball + rubber gasket was some kind of one way valve too.

I removed ball/rubber, connected city water and kept city water tap at low setting. Worked ok. I put it back in when I hit the road assuming it was some kind of protective measure. If for protection, I have to wonder why VW/westfalia didn't just install a cap of some kind.
