From my limited knowledge on the subject, it should be just a short spurt like you say and then stop. Actually, that sound helps you a lot to determine if you have a fuel pump problem or not, when your car doesn't start.

With the ignition key turned to the ON position and left there, but not yet turned to the starter position--and so the engine is NOT running--should the fuel pump continue to run or just run for a short spurt to get the fuel pressure up?
