Most likely jammed or otherwise defective pump motor.

Wiper reservoir full. Engine on, I pull the right steering wheel stalk towards me. No squirt, but wipers wipe. No washer motor/pump sound. I'm suspecting a bad ground on the washer/pump motor. Anyone care to help with quick and dirty to troubleshooting this issue? Thanks.
