If you crawl under the driver's side forward of the front wheel you can remove 3 bolts, with a 10mm wrench. which hold the washer tank in place. The pump is actually on the outside of this tank. Sometimes the tubing gets squashed when putting the tank back in so you might look for that.

You can also determine if the wires are carrying electricity as they plug onto the pump right there and/or see if the pump is running but quiet.
