He probably means he stores it up there when he's on the move, pulling it down, plumbing the drain line in, and shoving it under the van on the ground when he's stopped. Suggests some interesting ideas, though. Is there enough pressure due to gravity to run a small faucet off a freshwater tank in the luggage rack? Probably not worth the plumbing effort.
