Sounds like a classic case of a bad ground connection. Use an ohm meter to check the resistance from the ground terminal in the turn signal bulb socket to a known good ground. It should be less than one ohm. You can also use a volt meter to check the voltage at that point when the circuit is supposed to be operating. It should stay close to zero compared to ground. good luck, Larry A.
