David, it is very common for the ICV to malfunction  and overload the circuit
to the ICU, burning out the BD 438 power  transistor.  It is normally
recommended that both the ICV and the ICU be  replaced whenever there is a
malfunction of one, unless your absolutely sure the  other is good.  You should also be
installing the updated ICU with the  "D" designation as it has a two power
transistors rather than one in the "B"  designation unit to help prevent the
overload burnout problem.  I have  new ICVs & ICUs in stock:  From my _Vanagon
