The 02 sensor is reasonably accessable. (Depending on the year of the Vanagon it is either in the CAT or in the pipe leading to it.) The only hassle can be if the old one is siezed in place and difficult to unscrew.

Part of his quote may depend on which sensor he is using. I'm not sure what year your Vanagon is, but there are two types of Bosch 02 sensors - generic-fit ones that require splcing on your old connector, and Vanagon-specific ones that already have a new connector attached (basically plug-and-play). In the case of 1986-up Vanagons the price difference is vast ($40 vs. $170), so needless to say most people buy the cheaper one and just splice on the old connector (which is not hard to do). Perhaps your mechanic is quoting on the $170 sensor (but may charge more than we do for it). Still the quote seems high to me, especially if he isn't planning on splicing wires.
