Dave, Not a relay expert but I know in our Saabs there is a failure trend in the headlight relay that makes them stay on regardless of switch or ignition position. So some can fail 180 degrees opposite of what you expect. Do you have a/c? seams to me since the design of the a/c system switch forces on the cooling fan this switch could be failing. I know that my 86 westy will have the cooling fan on with the rear a/c fan on (no compressor engagement needed). Don't know if that is by design or how the PO got things screwed up!
