Welcome to the list and the wonderful world of vanagons.

I will leave the tach question to those qualified to answer it as I am not. I will however tackle the childseat/seatbelt issue though I will better be able to answer it after consulting with my spouse whom is certified in child safety seat installation. Rear seat shoulder belts are doable in Westy's, the passenger side is fairly easy, the drivers side can be done but is a little more involved. Check the online vendors for belts, I believe Go-Westy offers them. I bought mine from someone on Ebay it was new in the box and was fairly cheap if I recall. I have NOT done either yet but have acquired the passenger belt pieces. If your desire for a rear shoulder belt is for your daughters safety you have years before this will be an issue as she will not need such a belt until she is much older and larger. The safest seat for her will fit until she is 60 to 80lbs and about 4ft 10in tall. The good child safety seats use a five point harness system and are much more safe then a booster and shoulder belt, check out Britax as one manufacturer. I will chat with my wife and get you some more info later.
