I've been thinking recently about making a cover of thin plywood or something to test this theory. I rarely carry much up there. Usually just a small amount of firewood, which could fit under a cover that sat flush with the top edge of the luggage rack. Other than fuel economy, the other advantage would be to reduce wind noise. It sounds to me like quite a bit is coming from up there. And I know those who have passenger Vanagons say they have a lot less wind noise than the campers.
