So I have an '87 GL with what I believe is the stock cruise control. I don't know what the differences are in the throttle body itself between your '84 and my '87 but perhaps it may be easier for you to obtain the later one or at least some parts from it and adapt it to your purposes.

As you can see the 'pin' or 'guide' actually has a threaded bore into which you could presumably install a small bolt with which you could do what you had in mind; I would be concerned about the strength of the connection but that could be successfully addressed, I think. I don't recall ever having removed that guide, so I couldn't tell you if it's supposed to be that way or if it's upside down or what...

Otherwise you could perhaps mount your actuator wire in such a way (coming in from the left) that you could use the stock linkage or at least the post/ball to which it connects.
