In my syncro non locker, the wiring was there. I found the locker end in the engine compartment. The other end was behind the fuse box. There is still a small wiring harness needed that was not in mine that plugs into the fuse box end and goes to the lock switch panel, and up the the dash for lighting power. One final note the pins in the connector behind the fuse box, had been installed incorrectly.
