Wedge yourself under the steering wheel, drop the fuse box, and clean up those ground-crowns where all the dash wiring comes together... you have a 12V circuit that is losing 6 volts to corroded contacts. Also possible it's the connectors at the light itself, but those are way too easy to get at.. Murphy says the corrosion is down where it's cramped!
