Bogging out, as described by Gary in his OP is not a characteristic of the Vanagon Syndrome that will be fixed by the capacitor or the VW add in wiring harness.

That is characterized by a cutting out or bucking that occurs at steady state highway driving, something very different from "

usually when I get out on the big highway and accelerate, my 1984 vanagon will start bogging out..like I am out of gas except no stuttering, just nothing..."

Attached is a collection of files that will help with a systematic analysis of fuel injection system problems. A number of factors might contribute to this problem. Read these files and proceed systematically to check things. Don't "exempt" anything from the checking because that part was replaced recently as sometimes new parts are bad. Sometimes it is very simple, like a loose connection or a bad ground. Finding it can be the problem.
