If the main advantage was to allow forgetfulness with a reduced penalty, a simple alarm to warn when the lights are left on would have been the way to go. No factory wiring need be disturbed for such a device to work. With the new headlight on law in California, I have been considering just such a mod. In Cali we must now also use our headlights whenever weather conditions require our wipers to be on. Lots more chances to leave the lights on in the daytime after parking.
