Whether the Subaru 2.2 conversion is the best one is certainly debatable but I don't want to start that now. There are a number of good conversion options. I'll modify Kim's statement to say conversion that puts 130 or so hp and ft lbs of torque "in a Vanagon it will change your view of the vehicle entirely." My Zetec conversion has certainly done that. Owners of a number of other conversions that have produced similar, and even somewhat lesser, improvements in power have reached the same conclusion. Costs vary greatly from whether it is a complete DIY to a partial DIY on to a full shop installation. Costs also vary based on the quality of the components in the conversion. This question has been kicked around many times in the past.
