We have had this in Illinois for a few years now. One of our brilliant state legislators was quoted as saying that it doesn't cost anything to leave your lights on. Even ignoring the law of conservation of energy, it still turns out to be a bonanza for road service people who come to jump start cars and those who sell batteries. When I asked a friend of mine if we had to have our lights on if the wipers were only set on intermittent, he said that maybe we could then just use our emergency flashers. :-)
