One way to test to see what the problem is is to use a small gas can and get a couple of feet of fuel hose. You need stick both the return (driver's side) and the inlet for the fuel pump in as it will suck the tank dry quickly since it will return all excess fuel to the tank if you don't re-route the return.

I used this to determine that the fuel pump issue was my tank and not my pump (as I thought it was). Unfortunately I didn't figure it out until after I had purchased a new pump. Oh well. Now I have a good 21 year-old spare.
