I had the same problem on my 81 Westy. It turned out that the ground connection form the lights was dirty. I removed and wire brushed the connection and connector. I also used a spray electrical cleaner. Once back together, the lights worked fine.

The ground was located behind the fuse panel. I removed the fuse panel, and there were two 'star' ground terminals. While I was at it, I cleaned all of the grounds.
