Check out http://www.gowesty.com/vano_cooling_system.htm for a good description of the different systems (there's another write up at vanagain.com, but the site seems to be down?)

As Dennis has said, you can pull the plug off the thermo-switch in the radiator and using a wire, jump the various holes in different configurations to get the three speeds (if you have AC) to determine if the switch or resistor is at fault.
