I would start at a common point which would be the bulb ground. Pop off the grille, then remove the four screws that hold the headlight assembly in place. Remove both connectors on the back and use a common test light probe to verify that both 12V positive and 12V ground for each bulb. Use a short jumper with alligator clip on each end to make a temporary ground substitute connection at the bulb.

Got a curious electrical issue that y'all may be able to help me with. My 1987 Syncro Vanagon suddenly lost headlights the other night. Neither hi nor low beams work. The fuses are fine and the light switch on the dash turns the console lights on and the running lights on. The curious thing is that the blue high-beam indicator light on the dash is stuck on. No amount of clicking the stalk on the steering column will get the high beam indicator to go off. Any thoughts? Thanks in advance.
