That sounds like a bad ground (Bad Ground, Bad!!!). The current makes its way thru the filament of the bulbs and back thru the high beam indicator light where it eventually finds the ground it seeks. Not enough to make the headlights shine but just enough to illuminate the indicator. Geo H
