I've done it, though my memory is a bit fuzzy on it.

First, drop the glove box. It will give you easier access to the cigarette lighter's back side. 2nd disconnect the wiring. (here things get fuzzy) If I remember correctly, once the wiring is disconnected you should be able to move one of the tabs that holds the inside in place. This will allow you to finally get it out of the dash. You should be able to identify this visually. You definitely can't remove it with the wiring in place (unlike many other dash mounted things.)
