If the mental image in my mind of what you are describing is correct it would be similar to those used on cars back in the `50's and/or earlier. A round tube that mounted on the outside at the top of the window with a place in side of it for ice. Outside air was forced through the tube over the ice and into the passenger compartment as the vehicle drove. Not much good in a traffic jam and probably did little the rest of the time, but I have no first hand experience just supposition.
