This all reminds me of an incident in the Washington State Legislature some years back. The Chief of the State Patrol was testifying at a hearing, trying to convince the Legislature that he had to have a "Random Stop and Check" law. One of the reasons he gave (absolute truth) is that it was the only way they could catch a lot of the unlicensed drivers. He stated that because they didn't have a license they drove carefully so they wouldn't get pulled over and get caught. One of the Legislators asked him to repeat what he had said and he did. At that point the Legislator, tongue in cheek, suggested that maybe they should stop issuing drivers licenses since unlicensed drivers were such good drivers.
