You are right, the coolant low level module is only for the coolant level and causes no problem if left out. You won't get any warning of low coolant of course unless it is in and working.

In 86-91 models it goes in relay socket 3. If you have one of these years I can tell you the 10 or so page numbers in the Bentley that tell that it always goes in socket 3.

If you still get a blinking led with the module out, there are about 6 possible reasons. With your weirdness I suspect a bad ground first. If I were you I would add a wire to the 14 pin cluster harness to make a certain ground for pin 3, the brown wire. Splice an extra wire to this brown wire and screw the end of the extra wire to bare metal on the body.
