Loren,
I suspect you ought to slow down a bit. You don't own that lane, that driver
was doing NOTHING wrong being there. Now say I was in front of you and
making a right hand turn... I don't have to make a right hand turn on red.
It's not required. Yet, the number of times here in California where some
jackass sitting second in line starts laying on the horn because the person
in front of them didn't turn right on red... makes me want to get a very
small nuclear warhead.
Now is it polite to use the second lane? Yep. Is it required? Nope. You are
out of line on this observation. As far as I am concerned, right of way is
the most important rule of the road. I learned it yep, in Germany. I was
stationed there for two years in the late 70's. And guess what?? The guy in
front of you has the right of way.
Yes, I have felt the same way as you do, usually when I am late and need to
be somewhere. It doesn't change the facts, it doesn't change the realization
that you sound just a bit too stressed. Go have a cold one, on me.

Where ever you are, there you be. Unless you're driving my van, in which
case, you ain't got there yet.
