Used to work for CA DMV [sorry don't hold it against me] and one of the quoted, very good, reasons for adding suspension of the driving privilege, as it's called, was that suspended drivers drove very carefully. True story. Think about it. In Ca you virtually cannot get around without a car, so since you must drive....
Anyway it works, low accident rate on driver w/o licenses.
