It sounds just like vanagon syndrome. You can google those two words, but also check out this link and see if it matches your experience: http://www.telusplanet.net/public/gary2a/rack/afmharness/afmharness.htm . The link also has pictures of the factory fix, if you have it is less likely its the problem.
When I first encountered it -while using cruise control- the real clue was that I could turn off the ignition key, restart and it would be gone- until the next time.
