One of the easiest test is to plug a new starter switch in by pulling the
connector off and putting the new one on without installing it into the
column, just loose, and turning it on by a screw driver.  One way to steal a
Vanagon, I guess.  This way, you can see if its the ignition switch, that
can give trouble very easily.  It only costs about $10.  And its one of the
items that is recommended to carry with you in the van, besides some of the
other small things that is not heavy and use no space up.
