The Euro ETKA shows (ill 071-10) a manually operated pull-cable actuator for the PTO (which is essentially the same mechanism as a decoupler) on vehicles so equipped. I've never seen a reference to an electric solenoid type actuator. Just the vacuum and manual ones.
