The high quantities are for cold heading and rolling the threads.  You should be able to get much lower quantities if you were to have them machined.  The part cost would obviously be more than the cold headed parts, but the overall investment in time and money would be less.  You could get by without a sample screw if you had a CAD drawing of the screw.  Let me know if I can help you out.
