Standard stainless with a stainless washer to spread the load is what I have on my Westie's luggage rack. Looks great to me (far better than the old rust-coming-through-the-paint screws I took off). I also went with #2 philips heads, I feel these give a much more secure tool-to-fastener feel when installing/removing the screws. Those big slotted screws always feel like a good opportunity to slip with a screwdriver and gouge the paint.

My $.02, IMHO, YMMV, not valid in New Jersey, etc.
