The ignition switch is dead. The bit that goes to the load reduction relay has packed it in. To fix it, involves removing the steering wheel (24mm socket), removing the ignition assembly (8mm allen) and then removing the switch (Phillips screw driver).

This has happened to me too many times and it is really a very dumb design. What I have done now as removed the current going through the ignition switch by using a relay that I located behind the glove compartment.
