David,

The weird attachment is indeed a wind deflector or spoiler. It presses the wiper blades harder on to the windshield as you drive forward faster. Next time you are driving in rain, take note of how much cleaner the driver's side of the windshield gets compared to the passenger side thanks to this little gadget. I installed a driver's side wiper arm on the passenger side to get even cleaning and balanced looks.

The rear wipers are operated by push the wiper stalk forward. To turn of, push forward again.
