I had the same problem as yours and replaced the drivers side actuator and that fixed it. I believe the drivers side actuator locks because you manually push it down with your key and is able to send a signal to the other actuators electronically. But when you manually lock on the passenger side, their isn't enough electro-mechanical umpf to get the drivers side to engage so the system goes crazy and does the cycling up and down thing. I vote for replacing the driver's side actuator.
