Over advancing the ignition timing is the worst thing to do for excessive HC at idle. This causes insuffecient airflow so HC and CO will sky rocket. You need to find the real problem. If it is a low mileage rebuild, a compression and leak down test should be performed both to get a base line and valve problems are plentiful on new heads. After confirmation, of sound engine, next thing to check is the ignition system, particularly the wires. The resistor ends do go bad. The next step is injecter condition, matched output and good spray pattern. you don't say what the CO is. This will tell if the O2 sensor is trying to work. A new sensor does not mean the wiring and controller is right. Make sure the engine is not overfilled with oil. This can add to the HC readings although you are so far out there. If all is well, HC should be under 100 before the Cat with CO ~.5%. After a really good Cat, you should see near 0.
