It really takes up such little room, that there has never been a time I wished I could have the bracket removed. If you really need measurements to where exactly it needs to sit, I can take some photo's of mine with tape measures. :)

As for the extinguisher, yes, it will not fit there anymore. The seat belt gets in the way. I placed mine directly behind my driver seat, where I can get it out faster anyway. I don't have it mounted. Its just laying there. Hmmm, does it need to stay upright? I never even thought about it. You could probably mount it to the cabinet behind the driver seat though. Still easy access.
