Marion; I too live in the south & can relate about the mud dobbers. You should be able to get that crossover pipe out without having to mess with the crank pully. I've done this several times on my '84 1.9. As for the no start issue, have you looked at the idle stabilizer? My 1.9 would not fire at all until I replaced mine. Upon repacement it started right up.
