Thanx for the first round of help, but the difficulty continues. We are still getting no ground from the ECU. We have swapped in two other ECUs - although we are not sure they are good, I find it hard to believe I have gotten three bad ECUs.
We also replaced the wire harness and checked this wire to be sure it is working well.
If we jump the fuel pump relay, the car will start and runs fine. This tells me the hall sender is working fine. I was wondering about one thing. I know the fuel injection system is setup to stop the fuel pump running when the engine is not running but the key is still on - so if you are in a rollover and the key is still on but the engine cuts off, the fuel pump will also stop. How is this done? It seems that the ECU simply does not know to tell the fuel pump to run...like it thinks the engine is not turning.
Also, this may be important, the fuel pump should run for about a second when you turn the key on. Not happening on this Vanagon. Simply no ground from the ECU to the fuel pump relay ever.
Other items that have been changed: ignition coil, ignition switch, distributor. Like I said, when jumping the relay, it starts and runs great. Just can't get that darn ground from the ECU.
Help...running out of ideas...

wrote about this several months ago. Page 97.206 has the correct wiring
for the 2 engine relays, shown as 1990+. The fuel pump relay also
provides power to the injectors, pulsed by the ECU when the ECU pulses
the ground side.
You have one thing wrong though. The power to turn on both the relays
comes from the key switch but the fuel pump only runs when the ECU
provides ground to it on pin 85. The other relay(ecu relay) always has
ground on it's pin 85 so as soon as the key is turned on it turns on.
The fuel pump relay needs the key on too but then also needs the ECU to
provide ground on it's pin 85. If the fuel pump relay has power on it's
pin 86 but does not run for a couple seconds when the key is turned on,
the ECU may be at fault by not providing the ground on pin 85. Or the
relay could be bad, or the wire from the ecu to pin 85 may be bad.
Remember that this is not true ground, but ground through a transistor
inside the ECU, only when the ECU turns on the transistor.
