Jim,

Is moisture getting into the lamp assembly? The most common problem and one of the only ones that I can think of that occur with Civic tail lights is the lamp to body gasket letting water in. This is often cured by replacing the one existing gasket with two new ones doubled up. Is the car a Coupe, Hatchback, or Sedan? There are no other common issues that come to mind but I could research this for you better during the week when I am at work and have access to ten factory trained Honda Technicians.
