Looks like what my company uses to seal sensor connections after soldering, except ours is orange. We wrap the (solder) joints tightly and generously with the stuff. The heat from our process, which is up to 240 degrees F, causes it to fuse into a ball. "Fusing tape" we call it. It would also be a wise choice for sealing wire connections under the van.

Assuming it is similar to what we use, there is a plastic separator strip that peels off and the roll can be easily re-rolled. So a couple or three guys could go together and buy a roll and divvy it up. 36 feet is a *lot* of the stuff.
