Sounds like the Deception Pass, Whidbey Island area.  We have camped there in the off season (when the places we liked in BC were snowed in).  I know it can get very busy in the summer unless someone knows some secluded spots.  I am sure that Wet Westies have had campouts in this area.
There are some small campsites east of Vancouver (around Mission or Harrison Hot Springs) that also may work.  Some up to date local knowledge would be required to scout these before trying to organize a campout.
I still like the idea of a campout in South Dakota, Mount Rushmore, Black Hills.  That would be a long drive for almost everyone.
