And always keep in mind some simple hydralics facts- the higher tank will always drain into the lower tank first. The leaking vent tubes would be full of fuel, if there is any fuel in the upper tank at all. All the vent lines on the lower tank would have be perfect all the time.

If you wish to avoid this, a selector valve could be arranged that would keep the tanks isolated from each other, but that would probably keep them both from feeding, and so would require a particular tank to be selected "on" with the valve.

Then one could have the joys of leaking vent tubes at the front and rusting tank straps at the back at the same time.... ;-)
